z170 extreme 4 and 7.50 bios changes?

So I recently upgraded from 3.20 to 7.50 due to it some how getting corrupt from BSoD windows that stop the system from posting could after few reset trying to get to load I went into the bios. it froze and from them on the logo screen was corrupt and I could no longer even get into the bios, So I Cmos reset and flashed 7.50 to clear and corruption. And I hope that is the end of that issue. as i dont want to be rebuild a new system.

Everything since normal except how my cpu (6700k) is acting.
Windows power scheme for Minimum/Maximum processor state has always been 100/100 for 2 computer build(i7-920 and i7 6700k) and threw windows 7/10

on 3.20 I had Intel Speedstep(disable) and window ran 4ghz idle and 4.2ghz when there was a load. my old x58 i7 920 build was same way as far as I can remember. Now of 7.50 I need Intel Speedstep(enable)to get that 4.2ghz, but cpu run always at 4.2ghz now. if I disable Intel speedstep cpu run 4ghz and 4ghz only.

Now as far I "Remember" CPU alway ran 4ghz idle and 4.2ghz under load, I could be wrong remember this, but I know for fact intel speedstep has always been disable in the bios and it never had problem running 4.2ghz

Anyone way to get the old behavior back?

I am also assuming Intel Speed shift is not enable on these board? cause there is no such option in bios for this feature and HWinfo show it disabled

Possibly try updating the Intel Management Engine.

does windows 10 not update that it self? i have never install drivers for that

really wish there was edit function on these forums. anyway Why is the internet bios update setting never work? it connected to the Ethernet cable but it say there is no "internet flash" both setting are auto but never worked even on 3.20

As for 4.20 ghz boost why does it no longer "boost" if intel speedstep is off? and why is in permanent boost mode when speedstep is on

Intel turbo boost is what handles the boost which is enabled speedstep drop frequency below base when enabled last i checked. which I never wanted hence i always had it disabled

I let Windows find news drivers for IMEi to 1910.13.0.1060 nothing changed
