1. It is great problem - noisy and nonquality fan on to the x570 chipset. After 10 months the fan is failure.
Is it situated replacement kit with more quality radiator and more quality fan? May be not Asrock, may be other vendors? For example: https://www.performance-pcs.com/water-cooling/water-blocks/water-blocks-nb-sb-chipsets/bitspower-mono-block-for-asrock-x570-taichi.html
But as for me this waterblock solution does not actually, because I am not planning water-cooling system.

2. Second question - after I refresh BIOS to the 3.2 version, Asrock A-tuning utility does not start with Error 0xFFFE "This utility is not for this platform". What can I do? How fix this problem?

Others, including myself, have had issues with ASRock's latest bactches of new BIOS's acrossed different AM4 motherboards .. I'd recommend just rolling back/reflashing back to 3.00 version if you really need to use their A-Tuning utility.

You can try contacting ASRock directly for a chipset fan replacement

Yes, I was contact Asrock support directly, their send to me new chipset fan during garantee period, but what I do when this period is out? First chipset fun failure after 10 months, and what happened else?

Also, Asrock utilities and Realtek audio drivers updates so rare, it's a pity!

I had the same issue with my X570 Taichi, after about 6 months of constant use
(always on) the fan started making noise. In my case I just removed it, greased it
and put it back and it's working fine again. I will however be replacing it with
a decent ball bearing or hydro bearing fan, probably something from Noctua, if I
can find something that fits. If you choose to do the same I recommend getting a
high CFM fan that pushes a lot of air at relatively low RPM.

ASRock can't control when Realtek updates their drivers .. just use Windows update drivers .. I've had issues when trying to "update" with drivers off of their or ASRock's website ..

Find alternative "Utilities" to do what you want .. like Ryzen Master ..etc .. find what works , that's what I do anyways .. regardless whether or not I think something "should" work ..

Yes, of course - Asrock not controlled Realtek updates. But! Other manufacturer update Realtek audio drivers most often. Problem that Realtek audio drivers consist some specific issue for each motherboards. So Realtek audio driver from other manufacturer does not working. For example, for the x570 Taichi last audio driver date 2019/9/2. And this driver had a problem - they not correct detected impedance of headphones. And the headphones sound very quiet.

Yes, I cleaned fan from dust, but it began vibrate and noise is increased.
Good idea to replace fan and/or chipset heatsink. But what model f what manufacturer is actual?
Dimensions of x570 Taichi chipset fan and heatsink is:
fan diameter ~35mm
heatsink dimensions ~57mm x 70mm x 6mm
heatsink standoffs ~6mm
distance between heatsink mounting bolts ~53mm
chipset dimensions ~25mm x 25mm
