His video card is also a Gigabyte nVidia RTX 2070. Two 8gb sticks of 2933mhz DDR4, standard ssd.

Chip and Ram have been freshly installed into brand new motherboard. I have previously had this problem with my old computer.   It would not let me adjust the settings until i installed an APU processor.   The option was just not there.   I know his Ryzen 5 is just a plain processor.   Unfortunately replacing it is just not an option at this point.   There just has to be a way to adjust the memory being reserved.

CPU is also jumping to turbo mode without even being used. Under 5% load and it is at turbo speed.   Fresh install of Win10Pro as well.

this problem usually is always down to a badly seated ram stick
other than that
it could be 1 faulty ram stick and /or a badly seated cpu pin

have you tried reseating your RAM? I've read somewhere where an individual was having same issue and it turned out that his RAM was fully seated

What Windows are you running 32 bit or 64bit? Windows reserves the memory for 32bit.

Hello there,
New setup with this board and a Ryzen 5 2600. 16gb of RAM.

Windows is reporting that half of that is being reserved for hardware.
Is there a way to disable the reserve to free up the memory?

The path in other solutions to:
Advanced > AMD CBS > NBIO Common Options > GFX Configuration
is greyed out.

Any kind of help would be greatly appreciated.
