Weird instability problem with B450

   I built a cheap computer with an Athlon 320GE , Asrock B450M PRO4-F and 2x8GB Ram 3000MHZ , when i finally got my ram to run at 3000mhz the computer started having this issue where when watching youtube at any quality, after a couple minutes, videos will randomly brutally lag as if fps fell down and the video would buffer even though my internet has already loaded the entire video.

Surprisingly, i get 0 issues playing games, CSGO MM 5v5 gives me around 100fps without a problem.

I tried setting everything back to default, but the problem keeps happening.

I did update the bios to the latest version.
