X570S PG Riptide ATX AM4 CPU and DRAM posting

Hello friends.

Having trouble with getting a first boot out of new parts. The post status checker lights have the CPU and DRAM both remaining on after the BOOT and VGA turn off. Then nothing. Does anyone have some steps I could take further before I start trying to figure out what gets returned for something new?

So far I've tried:

??Flashing latest BIOS (successfully, I believe). No change.

??Removing the CMOS overnight and then popping it back in before testing further. No change

??trying a single stick of the new RAM in each of the accessible slots. Only A1 is blocked by the tubing of the CPU cooler due to the sticks being a little thick. No change

??removing all ram and powering up. No change.

- my old components are too old to test the CPU or RAM I've picked up.( Upgrading from a 2013 mobo)


Part list, GPU and Storage are legacy parts, everything else picked up in the last 30 days:

??Memory: G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory

??Storage: Crucial MX500 1 TB 2.5" Solid State Drive

??Video Card: MSI VENTUS XS OC GeForce GTX 1660 SUPER 6 GB Video Card

??Case: NZXT H510 Elite ATX Mid Tower Case

??Power Supply: EVGA 650 GQ 650 W 80+ Gold Certified Semi-modular ATX Power Supply

??Operating System: Microsoft Windows 10 Home OEM - DVD 64-bit

Monitor: HP 24UH 24.0" 1920 x 1080 60 Hz

**Update for those to come after me**: ASRock told me if I have updated the bios and still cannot boot to just send the mobo back for replacement
