h61m-dgs Not tuning off Windows 10

Im hoping someone can help me.

I have a h61m-dgs motherboard and recently installed windows 10.

Now when every I shut the computer down, the fans and power light stay on!  I have left it for a whole hour and they never turn off.

Restarting the computer seems ok

I have disabled fast startup in both bios and windows
I have bios version p1.60 ( latest bios)

Any ideas?
