As you state above, I too am leaning towards this being Ryzen "associated'. But only for the major departure architecturally wise Ryzen represents from prior generations of processors, AMD or Intel.

Command Prompt(RUN as Administrator), copy/ paste these lines

Value: 25%

Theoretically, conditions reach of Max Turbo/Max Precision Boost (CPU0~3 active, CPU4~7 force core parking)
