Stuck at 1.55 GHz when OC Ryzen 7 1700/X370 Taichi

So I tried overclocking my Ryzen 7 1700 to 3.8 GHz on my ASRock X370 Taichi in the UEFI (Version 3.20) using "Fixed Mode" for VCore.
The I booted into Windows 10 (High Performance Power Plan) and started up HWiNFO64 which told me my CPU was running at 1.55GHz with a multiplier of 15.5.

I found that pretty odd and started searching for others witch similar problems.
I found a few MSI board users, who had the same problem, but apparently, that got fixed with a new BIOS version.

I tried a few different UEFI versions  and all had the same issue.
I tried this on two different Ryzen 7 1700s and both had the same issue.
I tried disabeling the "C6 states" and "AMD Cool N' Quiet" but that also didn't change a thing.

When overclocking through the UEFI and VCore set to "Offset Mode" the issue does not occur and the CPU runs at 3.8Ghz without a problem.
Ryzen Master also works (at least setting the voltage and Core Clock).
The issue is only present when VCore is set to "Fixed Mode"

Does anybody else have the same issue or is there any known way to fix it?

I can tell you one thing, do not use the xmp profiles, it would not work for me at all with the flarex memory or my ripjawsV 3200mhz memory which is samsung b-die...

I set my memory timings manually and its been perfect for about a week now..
Asrock x570 Taichi, Ryzen3800x, 32gb Gskill Royal 36000mhz@ 3733mhz, Samsung 250gb 970evo plus for OS drive, Sabrent Rocket 1tb nvme storage drive.

asrock labs now have one of the cpu's thats affected to test and resolve
