Hi.
I have an Asrock ab350m pro4 with a ryzen r5 1600 (3800 1.30v) and memory gskill flarex 3200 (3333 cl14 1.35v).
So it works fine but if I rise the cpu to 3900 and the voltage also, one core stays to 1700 and the rest to 3900.
Why it can be?

What are program are you using to show the core speeds?

Is it the same number core that always is at 1700?

Does this only happen if you raise the CPU to 3900? Or does it do that at 3700 or 3800?

Did you try to clear the UEFI/BIOS, and do your OC again?

A different question for you, you can run your FlareX 3200 memory at 3333 with that board?

Programs: Ryzen master and Hwinfo64.

I have to put it back to 3900 to see if it is always the same core or not.

I've only seen it at 3900 but I'll do more testing to be sure.

I have not tried to clean the bios.

yes, I can put the memory to 3333 with 1.35v and it works well, at least it does not give errors in windows or playing and always starts the pc with that memory speed.
