AsRock A75M won't post with a specific hard drive

My motherboard, an ASRock A75M, hangs at POST (no beep) with a specific hard drive attached. My other system operates normally with the drive attached.

Parts List:
CPU: AMD - A8-3850
Motherboard: ASRock - A75M Micro ATX FM1 Motherboard
RAM: PNY - XLR8 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Seagate - Desktop HDD 4TB 3.5" 5900RPM Internal Hard Drive

Troubleshooting steps so far:
Switched SATA/Power cable: System failed to POST (no PC speaker beep)
Updated the BIOS, cleared CMOS, and reset BIOS: System failed to POST (no PC speaker beep)
Disconnected all peripherals and RAM: System fails to POST (3 long beeps)
Installed just the RAM: System is able to POST (no PC speaker beep)
Reconnected Seagate HDD: System failed to POST (no PC speaker beep)
Moved Seagate HDD to another system: That system was able to POST

Here are my storage settings, which cause no issue with my other (SSD) hard drive.

I appreciate any help you can give me.

has the other hd been installed with non achi /;

eg on an older motherboard with ide enabled

The other computer (different motherboard) has AHCI enabled.

I don't recall which system I set up the drive in. I've tried setting the ASRock BIOS settings to AHCI and IDE to no avail.
