You need to reset BIOS. That will clear the "fast-boot" but also reset all bios settings. There is no other way I know if the "Restart to UEFI" does not work. See here if you do not know how:

Hello there,

Im on WIN10-64Bit and trying to access UEFI via the "Restart to UEFI" software in Windows (because Fast-Boot is enabled). After restarting the Monitor shows nothing, so no UEFI. After the next restart its boots into Windows again.

I tried to plug in/out different monitors with no success. I recently updated my bios to the latest version wich caused no issues.

Here are my specs:
ASROCK X99 Extreme 6
Intel Core i7 5820k (overclocked)
16 Gb DDR4
Geforce GTX 970

Any suggestions?
Greetings
