X399 Fatal1ty issue

   Hi,
I recently noticed that my +12V rail is very very low (completely out of norm) and the values in the picture below are similar to the ones in the BIOS.

Since then, I've tested a lot of stuff:
-different bios versions (P3.60, P3.70 and P3.80=
-different PSUs (seasonic prime 850W platinum (the original one) and seasonic focus 1000W
-different VGAs (asrock 5700 and RTX 2060 super)
-removed all SSDs/HDDs, fans, and disconnected peripherals
-reinstalled the CPU
BUT didn't detected any difference in +12V rail (always around 8.9-9.1V)
Nonetheless, I can easily run stress tests and all sort of apps, apparently, without power issues. 
So, my question is if any of you have seen a similar behavior ?

Any hints to try to solve this issue will be highly appreciated. I think it might be the related sensor that is bugged or something but..

	Could be a bad sensor. My X399 Phantom Gaming 6 is running within spec (in BIOS, ASRock APP and CPUID HW Monitor). I also have the latest BIOS and have updated with every new BIOS version since I got the board. I would give the 12v rail a check with a multi-meter. I highly doubt 2 PSUs have the exact same problem though. You can try do a full CMOS clear (pull power, pull battery and let sit for an hour). That will reset the RTC and other deeper settings. It could just be a bit of corrupt data that isn't clearing.

	Thanx for the tip. Actually, I've already done multiple CMOS clears without any improvement I also tested the PSUs in other rigs and they work just fine (all rails ok). Furthermore, today I tested another PSU from a different brand (silverstone) and the poor/abnormal +12V rail behaviour was similar. At this point I think I'll RMA the motherboard...with the current restrictions just hope not being "waiting for godot"

	Can anyone share how long (+/-) it takes a motherboard RMA in Europe? I've sent my X399 Fatal1ty to RMA one month ago and still didn't have any feedback
