My setup


Graphics card lights up, but fans don't spin. CPU is connected to PSU, via 8 pin connector. CPU is properly connected. I've been building gaming PCs for years so all the usual things have been double checked. I also tried plugging into the integrated graphics card and still no signal according to my display which works find on my old PC.

I don't see your RAM listed here. RAM is a common cause of post failure with DDR4 due to RAM kits being tuned for either X99 or 100 series systems but sometimes not both.

This board has had a gob smack of BIOS updates.

In the corner where the ram slots and the PCIe slot meet is a white sticker stuck to the BIOS chip. What is printed on the sticker?

Assuming you yourself haven''t updated the BIOS, the board is new, not used, second hand nor open box, the printing on the sticker is the BIOS it came flashed with from the factory.

Which memory slots are you using for your memory? 8GB DIMMS are normally Double Sided (DS) and should be used in the A1 and B1 slots.

Your video card's fans not spinning it likely just the no-fan needed feature when the card is idling, as my earlier EVGA 900 series cards have.

Regardless, if the memory is in the correct slots, I would remove the video card, and run the board with a minimum of connected hardware.

No mention of any connected drives, HDD, SSD, or none connected at this point?

Memory are installed in (they are the only 2 memory slots on this board. 
DDR4_B1 (64 bit, 288-pin module) 
DDR4_A1 (64 bit, 288-pin module)
