X299 Taichi Wont Power

Breadboarding before putting into case. 
Intel 7820x
NGXT Kraken x62

thats all i have put on the board so far. Reason being, i built the entire machine in the case, wouldnt power on, and broke it all down, ran all troubleshooting(CMOS reboot, swapping parts, PSU's, nothing changed), returned the board, got a new one and still running into the same issue. 

When i go to power on, all that happens is a flashing blue light on the board. No power to fans, including CPU fan. Again, tried multiple PSU's. Nothing but a flashing blue light and no power to any components. Everything is plugged in correctly. I have even tried only using 4 pins for the CPU, same flashing blue light. 

Please help as I am at a loss here as to what to do aside from buying a different mobo completely. . This is one of the few boards that holds 128gb ram and is a gaming board also, which is sorely needed for the work i need to do

The one pic shows it with power.

What are you expecting, w/o having memory on the board?

You need memory for it to run. Does Dr. Debug show anything?
Also if the issue stays the same, maybe your CPU is faulty.

I had the same problem with memory on the board, so i broke it down to that.

I figured it out though. Needed a CMOS reboot, which I had tried before but maybe not let it sit without power long enough.
