B650E + 4090, stuck at 1x link after cold boot

   i wanted to add that is has the affect of limiting the wattage in game at 250W ish, i get low fps because of this link speed.

I can reboot, but it's annoying ;(

	Ok, if i turn my computer off with windows shutdown. When i come back to it, the PCI LINK WIDTH is stuck at 1x. If i reboot it's 16x. This is with all the bios after revision 1.29BETA. All previous beta is alright. Cold boot at 16x no problems.
