I honestly have no idea. Windows 7 is not officially supported on X399 so I have never tried it. If it can be made to work on a 1950x however I would assume it will work on a 2950x too. The main issues are with IO and the only IO that differs based on the CPU is the PCIe lanes, other than that all else is handled by the PCH (on the motherboard).

Due to unavoidable reasons I have to use Windows 7 and Windows 10 is not an option. Some users on below forums have managed to get Windows 7 stable on 1950x + x399 Taichi with PS2 keyboard / slipstream drivers on usb install.
