Hi, Asrock releases Beta BIOS with AGESA 1.0.0.4B/46.54.0 for top-end B450 motherboards. you can check those. Thanks!

There is nothing to be solved. Your pictures are showing a correct behavior of your CPU.

Do you have lower results in benchmarks?

Do you have a complete windows backup from the time, where you got higher CPU frequencies?
If yes, make a restore and test again.
If no:
- What Windows and driver updates had been done?
- Did the windows power plan change?
- Is HWINFO Version newer?
- What bios settings did you change?

You should also look to the other "downgrade" or b450 problem threads here in the board.

Downgraded from p3.50 to p1.80, isn't it the same board?

no, I do not find stability problems, it seems to work all right, only the limited clock during the bench test and any stress test.

I updated from 1.8 for high temperature compared to previous versions.

it seems impossible to go back to version 1.80 or earlier

The bios version 1.80 with AGESA PinnaclePi_1.0.0.6 should be the best for your Ryzen 5 2600X.

Bios version 3.21 got the "Enhance AMD XFR 2.0 function; change AMD PBO rule with Pinnacle CPU", but it is based on AGESA Combo-AM4 1.0.0.1, which is for Matisse.

Beside the clock differnce, do you have any problems with the 3.21?

The XFR and PBO rule changes will be the reason for your new clocking behavior.

Do you get lower results in different benchmarks?
