I have this same card. My suggestion is to go into Wattman and set the minimum RPM to 45%. At the 65C mark, set it to 55% minimum, higher if needed. At 45% - 55% my card maxes out 72C at 100% load. Also, what case are you using? Case airflow is crucial to the RX 500 series.

With the tool, you are able to increase the fan speed according to the different graphics card temperatures.

Also please try to lower the "GPU clock" and "memory clock" and press "Apply."

By doing the step above, it should allow the graphics card running at a lower temperature.
