I would agree ..sounds like a psu issue ..perhaps a bad capacitor inside of it so it 'seems" to work ..but you get wonky results like you are having. If you have a another one, or access to one .. I'd try that

Ouch, that is a real mess. I would try another PSU then if that doesn't fix it
RMA both the CPU and board just to be sure, it could be either causing issues.

So, here's what's happened.

I finally installed windows. But, after a few minutes of running either
1) the mouse pointer will freeze on the screen
Or
2) the display will go out and the heatsink fan stops spinning but the rest of the fans continue to light up and spin as well as the mobo rgb

I haven't even gotten to doing anything but trying to install drivers

Then, I came home and it still kept doing it

I tried to repair, windows "couldn't repair startup"

I then tried to reinstall windows, and the problem continued

When the screen blanks out, the cpu fan stops spinning, but, the rgb continues to work in the heatsink

All other connected devices still spin amd read

Checked psu, it's working fine
Check ram, cpu, thermal paste all showing up in bios. Even ran single sticks of ram to check them.

Now, pc won't even boot windows

I'm just not comprehending what's going on with all of this.

I am reloading the usb with the media creator and going to attempt again...but, the pc seems to even stop working when in bios and not letting me reset or power down (all case fans are still rgb and spinning as well as the board rgb still working). I have to flip the switch on my psu to turn it off

The display just loses signal? Is the system still responsive in this state (if
you are playing music etc does it keep playing)?

I see you are using an older GPU, you could try a different display output, maybe
a different cable type too. If you fire up a game does the display still go blank?
I have seen older GPUs have issues when they try to load idle clocks, as they get
older and degrade sometimes the voltages set for one of the performance states
is no longer sufficient.

Well, now it's installed, but keeps going back to blank screen after a few minutes...I don't get it at all

I have an old HD-DVD external that I originally got to watch HD-DVD's on my XBox 360 that I use for installs on computers without DVD drives in them .. and it works just fine, so that shouldn't be a problem

It was just what I had readily available to try to run the windows install. I guess I could try isolating, if unplugging everything doesn't work out. I just feel like it's going to be the same results. Plus, my dvd drive is usb, so, I don't know how well that will fare .

try burning ISO to a DVD if you can .. and then try installing. Another user here was having issues with installing via USB and burned to DVD and was able to install just fine afterwards. Or , try recreating your install media, I've never had issues using Microsoft's media creation tool ..and what is the external HDD for?

I tried a usb flash drive and a hdd external drive. The biod is picking up the information for the install, just won't continue when I accept the version
