Estou com o mesmo problema, os leds funcionavam no computador do meu amigo, quando comprei a placa dele e montei no meu computador, nao ligou mais os leds.
Vi os links, porém nao estao funcionando!

Thank you for posting your query to the ASRock forum.

Please make sure that the graphics card driver is installed.
https://www.amd.com/en/support/previous-drivers/graphics/amd-radeon-5700-series/amd-radeon-rx-5700-series/

Please download the tool from the link below and follow the steps below to update the RGB FW of the graphics card driver.
https://download.asrock.com/TSD/Desktop/RGBFW/GPU/RX%205600%20XT%20Phantom%20Gaming%20D3.zip

Steps:
1. Download and unzip the file.
2. Execute [Update_RX5600_PGD3].
3. After the update is complete, please restart your system.
