ASRock 310w not booting, blue led blinking

I have the same issue, blue light blinking while power on; and it automatically turns on after power off.

	I can duplicate and fix the error. 1) Suspend the system 2) Reboot it instead of waking it from sleep; either by holding the power button or unplugging power. When it starts; the blue LED blinks. To fix it, suspend again, and this time unsleep it. I put this off to an "Error between the computer and chair".

	Strange, I seem to have resolved it by holding down the power button for 30 seconds. Now it is back and working.

	310w 16 gb ram (Crucial) NVME Samsung 740 I7 9700 Latest bios I have unplugged and replugged the power, but only get a blue led blinking when it powers on. No boot up or fan power on.
