Might have something to do with what Gen CPU you have
I read something about the 11th-gen Procesor providing something extra for the motherboard.. look through the manual |

Recently switched to ASrock Z590 Steel Legend motherboard but unfortunately the top PCIE slot would not recognize my 4070 but worked fine in the bottom PCI-E slot.
Any ideas why? |
