I'm running 4 Sticks of 16GB 1866Mhz @1866mhz without a hickup in my EP2C602 with a 2867W - v1. 
Xeon - 2867w v1 (8 x 3.1Ghz)
64GB - ECC 1866mhz (4X16)
EP2C602 - LGA2011
EVGA - 1060SC

I'm going with 1866 is correct.

If you look at the Memory QVL it clearly shows 1866 sticks:

The specifications for EP2C602 Dual LGA2011 state it can take 1866 DDR but the specs in the PDF instructions state 1600 as the highest value. Is 1866 correct?
