X299 Taichi Turbo Boost 3.0 problem |

I have an X299 Taichi with a 7820X. Turbo Boost 3.0 is enabled and Windows 10 appears to pin tasks to the favored cores. However, my maximum boost frequency in Intel Extreme Tuning Utility tops out at 4.26GHz. The chip should boost to 4.5GHz for 1-2 core non-AVX workloads... am I missing something?
- 3200MHz memory using XMP profile - Turbo Boost 3.0 enabled in BIOS and confirmed in Intel XTU - Speedshift set to Native Mode in BIOS and confirmed in Intel XTU - Intel TB 3.0 drivers installed properly - Intel TB 3.0 tray utility indicates current version on Intel website - Windows 10 64-bit is current (Fall Creators Update)
