Tried all deep sleep settings, disabling power on PCIE, disable fast boot but same result - USB ports do not power off on shutdown.

I want USB ports to power off on shutdown. I run OMV on Debian. I have done what I read - enable deep sleep and s5, and have tried the s4 and s5 combined option. Neither work - are there any other settings I should change?
