Tried the Asrock RGB LED program to mess with the LEDS (not the CPU).

Now they are stuck on and I cannot disable them via the software or the BIOS (Bios said they are off...when they aren't).

Tried Clear CMOS button, Removing Battery, Uninstalling.

This is ridiculous as It's blinding me.

It was operating perfectly before (though I only turned it on and off once).

I also tried moving to a different BIOS and it did not help.

Try the AMD version before RMA'ing.

This is for the square Wraith MAX SR3 heatsink
http://www.coolermaster.com/amd-ryzen-wraith-max-rgb-software/
(Auto-download link)

I know. I know. CoolerMaster. That's where AMD sends you to download it probably because the heatsink assy. was CoolerMaster manufactured.

Note: You want one RGB control to be connected. Not both. Either the USB one OR the straight 4-pin one.

Also, if your motherboard has two RGBLED straight 4-pin connectors, try them both. Change while powered down, obviously. Duh....
