I haven't heard of that technique. I was always led to believe that the motherboard should never ever be powered up with the Clear CMOS jumper in the "Clear" position. Perhaps 20 years ago this caused irreparable damage but it's safe now. I really don't know.

never had such an issue even 20 years ago
maybe u could damage it if u switch jumper when pc is still running...that could short things out
