The chipset is so hot that I can not touch - all time

and the PCH diode reaches the temperature of even 64'C

Is it normal?

general cooling of the entire computer I have very good, picture below:

WOW that is hot and so is your GPU ! Is that at idle in Windows with no apps running ?
Are you sure you have the case fans running in proper direction ? Front blows in, top blows out, back blows out. Please list all of your components and if you are overclocking or have adjusted any voltages.

edit: I do note that your case fans are barely running. Mine run about 800-1000 rpm at idle and still make near no audible sound.

While you are looking at this Check your GPU fan settings (50c) and still no fan movement? (GPU fan shows at 0 RPM)
that Very hot GPU heatsink is right next to the PCH.

@badbri
@aramil
thanks for the answers
I have done tests stres GPU in various configurations and present the results

 • GeForce GTX970 down PCI_E
GPU: 79'C, PCH: 65'C

 • no GPU, (use integrated iGPU)
GPU--'CPCH59'C

 • Radeon RX580 down PCI_E
GPU76'CPCH57'C

 • Radeon RX580 up PCI_E
GPU74'CPCH54'C

GTX970 (no OC)
RX580 (no OC)

Overclocked:
i7-8700K @ 4,70 GHz (Delid)
G.Skill Trident Z @ 3600MHz CL15 (XMP)
 • without overclocking PCH temperature does not change :p

i have good fan setting

 1. top 140mm (blows out)
 2. top 140mm (blows out)
 3. top only HDD 140mm (blows in)
 4. back fan 140mm (blows out)

The thermal pad may be off center, you should be able to see it if you look from the side though it will be tricky inside the case, phone camera maybe? It can happen sometimes, if the board is new you may want to RMA rather than fix it yourself.

Is the heatsink too hot to touch or is it cool(ish)?

I recorded a video with the test

 • [1.] 00:02 the beginning, checking - is hot
 • [2.] 00:20 dryer test (cold air) PCH ~ 60'C
 • [3.] 02:43 PCH temperature dropped to ~ 46'C
 • [4.] 02:45 movie - checking the thermal insert
 • [5.] 04:53 after what time the temperature will come back?
 • [6.] 04:59 PCH ~ 49'C
 • [7.] 05:38 PCH ~ 50'C
 • [8.] 06:10 PCH ~ 51'C
 • [9.] 07:17 PCH ~ 52'C
 • [10.] 07:55 PCH ~ 53'C
 • [11.] 08:55 PCH ~ 54'C
 • [12.] 10:02 PCH ~ 55'C
 • [13.] 12:12 PCH ~ 56'C
 • [14.] 13:19 PCH ~ 57'C
 • [15.] 15:46 PCH ~ 58'C

*the heat sink at 50'C is warm
*the heat sink at 60'C is hot
*the heat sink at 65'C + is very hot, I can touch the moments

- while working on the graphic card, you can not hold your finger on PCH because it burns hard
(PCH 65-70'C)

- RMA - I can not stand a month without a computer, I have to collect money for a replacement motherboard

- I think I can pull it and check it, a screwdriver is enough? I have to buy a new thermal-pad?

Fan 3 should be blowing out of the case, not in.  Hot air normally rises and with Fan 3 blowing down you could be forcing the hot air back down around the PCH and Video card.
Humor me and change fan 3 to blow out and re-check your temperature please.

@UP

I turned off the fan (number 3) in the program (channel 4), it does not make any difference,

except that the HDD is heating up by 5-7 degrees more

did you ever get this straightened out? I'm having the same problem except for my pch can get to 75 while gaming. I have great airflow and my cpu and gpu stay under 70c loaded and 40ish idling. An extra case fan pointing right at the heatsink can keep it under 60c idling but my setup has the motherboard inverted and perhaps this is why. Maybe the heatsink is holding the heat while upside down?
