Asrock b450 pro4 + Ryzen 5 3600, Problem, cannot boot! help!!!

Please see the video I posed on the youtube : https://www.youtube.com/watch?v=ymQ2ONKB_N4

The symptom is: CPU and power supply keep rebooting but there is nothing displaying on the monitor after I jump the "power on" two pings. We have tested the memory with another system, they are fine. We have tried three power supplies. Same thing. We have returned and replaced both CPU and motherboard. Still the same. What can be wrong? Please advise. Thanks a lot!

Btw, the CPU fan is just a temp solution. It is small but has four pin connector and was a CPU fan for some old system.

Right now we are using on-board HDMI for display but I have tried the dedicated video card, no difference.

Also there is no hard drive connected but that does not matter, since at least we should see the booting page and bios.

Did we miss something stupid??? This happened to anyone here?

Please help! Thanks a lot!

here we go again, another user tricked by asrock / amd to buy a board that is actually unable to run zen2 contrary to advertising and specification. this is pretty bad. you are doing nothing wrong, its just that the bios arent ready. in other you like many others, including myself were tricked to buy something thats not what its pretending to be.

So about my post, bios 3.60 is rock solid on x470 taichi using 3200mhz XMP profile? I read so far 2 users with the same set up as me here and they say it's solid, going back to page 26, but any new people have any issues with the 3700x+ 3.60 bios?

How much references with the same setup do you need? 3, 5, 10, more?
But do not forget, even if there is the same setup it does not mean that there is the exact same behavior.
Does your current setup with the 2700X run rock solid by using 3200mhz XMP profile? If yes there is a very good chance to get it with the 3700X too.

General: In a lot of cases using just the XMP profile doesn't bring a rock solid run. Often some little fine tuning is necessary, at least by increasing the DRAM voltage a little bit (1.36V...1.40V max) or setting the frequency one step lower.

Anyway, from the view of today i would wait until the new AGESA Combo_AM4 1.0.0.4 will be available for the X470 Taichi.

Sorry I just want to be certain before I buy the CPU I really don't want any problems. But yes my x470 +2700x+ Flare X with XMP is rock solid no issues at all since Sept of 2018 :D. But since it seems all good with BIOS 3.60 I will go ahead and buy the 3700x the 1st week in Nov. If any issues then I will post back :D I'm not going to update the bios again after 3.60 if all goes well. Don't care about that boosting issue, where you gain 50mhz or so more.

Thanks again.

Yeah, more than that, it's ~50mhz peak and that peak does not correlate to the core
being under load so it makes little to no difference to the overall experience
using the system. Honestly, I suspect AMD was just making sure they don't get hit
with law suits over "falsely advertising clock speeds". There are a lot of
opportunistic people out there just waiting to pounce on things like this.

Exactly more like margin of error :D I say if the PC is stable with your current BIOS and a Ryzen 3000 CPU leave it do not flash to a newer one. People would sue probably kinda dumb I think, I'm fine with the 3.60 and soon my 3700x.

True of any platform.

Ryzen's less than smooth launches have created a trend of updating every time a
new version number/letter becomes available. It's as if people think that the
BIOS can magically download performance to their systems.

Understandable if you have serious issues with your system and are hoping for a
BIOS fix but the number of times I see "my system was working perfectly on X.X1
but now I have problems with X.X2".......

Why, just why? If your system is working as it should leave it alone until you
actually need an update.

i'm one of the brave few that updates even without a 3000's cpu that actually test and tune for the new bios. on pre 3000's bios my max is 3400 right now i'm sitting on 3533 and hopefully end up with 3800 when i get 3950x
