x570 Steel Legend will not POST

I am setting up a Ryzan 3600 and it will not post. The PC Speaker I installed gives 4 same length beeps. This is the second MoBo that wouldn't post on me. I have 2 other Steel Legends that work just great. I tested the CPU on another MoBo and it posts.

I have installed:
MSI 2070 (In Slot 1)
Intel SSD6 2 TB m.2 (the 1 TB ones work just fine in the other MoBo)
1080 w PSU that posted another MoBo.
Corsair 8 g ddr4-3200 (I think) RAM, but I took the TridentZ Neo DDR4-3600 16 gig ram from one of the working PCs, but still no post.


The HD light however does flash like it is booting but nothing on post. The 4 red issue lights go out giving me no indication as to where the problem is.

4 beeps is simply listed as "System Timer Failure" on ASRock's FAQ. Unfortunately
that could mean any number of things. To narrow it down try the following:

1. Disconnect all drives and unnecessary hardware.

2. Remove the GPU and try to power on, it should give a different beep code with no GPU connected. If the code is the same, try a different GPU.

3. Remove all RAM, as above, it should give another code.

Let us know how it goes.

All drives removed. Removed the 2070, Power on with no GPU no post but same beeps. GPU error light on

Dropped a 760 in, now has the Boot/DRAM lights on. 1 TridentZ 16 gig DDR4-3600 in Ram A1. No beeps at all

No Ram: Boot loop.

Correction to no GPU boot. Boot/DRAM lights on, 4 beeps.

Ok, miss read the lights. its Boot/VGA with the 760 installed. I have a 970 I can try but that's in another PC.
