The CPU it self has 16 PCI-E lanes wired to the graphics that why if you use the 2x16 slots they will run at 2x8 PCI-E.

The Z370 chipset have 24 PCI-E lanes, I have the same board and I use a i7-8086K it does have 16 PCI-E Lanes to directly for Grapchis and I use a Samsung 960 EVO 250GB M.2. and my GTX 1080 Ti on this board with bios P3.10 runs x16 3.0 without any issues and under no load it runs x16 1.1.

CPU: Intel Core i7-8086K
MOBO: AsRock Z370 Taichi
GFX: Nvidia GeForce GTX 1080 Ti Hybrid
OS/Win10 Pro: Samsung SSD 960 EVO 250GB
Storage: WDC Gold 1TB, RED 2x4TB, Purple 1x4GB
PSU: Corsair SF600
