CPU stuck at 1550MHz after OC

   Hi there,

since I suspect a bug I thought this to be the approbriate forum section.

I recently got myself a better cooler and tried to overclock my Ryzen 1700 to 3.8GHz. Everything went fine, did pass the stress test at 1.5V. When trying to lower voltage I discovered that the CPU clock is stuck at 1550Mhz.
At first I thought it off as a misreading, however the performance is in fact graveley lower that with stock clocks.

So far it seems like I can overclock safely up to 3.75GHz at 1.3V. Everything above is unstable, and by raising the voltage past 1.3V I get this odd behaviour where the CPU is stuck at 1550Mhz.

Any ideas on how to fix this strange phenomenon?
