I didn't understand the meaning of the "normally"...
As a result, yesterday CLOCK_WATCHDOG_TIMEOUT occurred many times.
(I wasted a day. )

Then it was fixed below.
BIOS update from 1.60 to 1.70(BIOS up) // but not resolved.
and 1.10 (BIOS down) // resolved.

Not only the version upgrade, but also the lack of awareness of version down was the cause of the loss.

I updated from 1.60 to 1.70, everything works great and no crash or errors.

MB:
X570 Steel Legend
CPU:
AMD Ryzen 7 3700X
MEMORY:
Team NightHawk 2x8GB DDR4-3200 (Running @3600 C16)
GPU:
MSI RTX 2070 Armor

This problem also occurs during a clean installation of Windows 10,
so there is no workaround for any settings on Windows.
