Out of curiosity, is this a fresh OS install? I remember having similar issues
(not being able to shut down) after installing my 1600x without doing a fresh
install. I just swapped in my OS drive from my previous system. Only once I did a
fresh install did the issue go away.

Probably won't help the power on issue but worth checking out. You can try a
linux live installation off a flash drive and see if that lets you shut down,
if so, do the clean install.

Fresh install, updated drivers, updated windows updates (also occasionally, the windows shut down menu does not have the sleep option). I've tried practically everything.

For the time being, I simply went back to the 1800x and the issue stopped happening. Going to wait a few days to see if there's a BIOS update, if not, will return it unfortunately.

i will upload pics of bios settings (s3 states etc )

mine is behaving as you would expect (after my very very weird ram slot issue was resolved)

Is fast startup on windows shutdown disabled?
I found it enabled on my machine after a windows update and this caused wrong bios startups when switching on...
