PC restarting every few seconds with no message

   Hey, new to this forum so if I'm posting in the wrong area let me know.

I've just finished building a new pc with the B450 Gaming K4 AM4 board with a ryzen 5 3600 and a GTX 970 and every time I power the pc on the lights come on and the fans run, but every few seconds it restarts with no beeps, no lights, no post, no info, nothing. So far I've tried stripping it down to nothing but the board and cpu, I've tried using ram from a different pc in different slots, and I've tried using hdmi ports on the board and the gpu and still have no graphics.
