B550M Steel Legend - not working

Brand new B550M Steel Legend motherboard not yet connected to any peripherals except the HDMI monitor is not beeping and not displaying the BIOS screen on power up. I already cleared the CMOS memory using a jumper and removing the button battery from the board for about half an hour and then removed the jumper and reinstalled the battery.
32GB DRAM is in slot A2. CPU fan works. PC case two fans also work as well as the "crazy" lights.
What else can be done for this thing to move on?

What CPU are you using? All the regular Ryzen CPU's do not come with a graphic chip inside so you must use a separate discrete graphics card mounted preferably in the upper PCI Express slot on the motherboard to get a picture on the monitor. You should not use the HDMI or Display Port port on the back of the motherboard since it is of no use to you. When you have a separate GPU you should connect the HDMI cable into the back of that card.

If you do have a discrete GPU already and it is not working then something might be wrong with the system which requires further examination.
