According to me Z170 Extreme7+ is better.

Make sure board can do at least dual 16 x pci-express in sli or crossfire and can handle high frequency ram sticks . If maximus supports it Id recommend one because performance is above and beyond anything Ive seen when it comes to a build Id get maximus and some gskill memory . Check out some people build maximus boards are over the top when it come to a gaming rig in performance.

It really depends on what you want to do with it. If you are a more hardcore overclocker then nothing can touch the OC Formula. But, if you are not looking for extreme overclocking then the Extreme 7+ is a more well rounded board offering a better feature set, including perfectly acceptable overclocking.

Personally I prefer the Extreme 7+ because you really need to use extreme cooling and high binned CPUs to fully take full advantage of the OC formula, it ends up being a waste if you are just shooting for a small OC and otherwise using it for gaming/work. Both the OC Formula and the Extreme 7+ support SLI and 3 way crossfire.
