ASRock c236 WSI in Rosewill RSV-L4500 Power Issue

I'm building my first home server/nas and am having trouble getting it to boot up.

Specs:

Mobo: ASRock c236 WSI

Case: Rosewill RSV-L4500

PSU: Fractal Design Ion+ 660w

Memory: Crucial 16GB (1x16) DDR4-3200 CL22 (only using 1)

CPU: Intel i7 7700T 2.9Ghz (also have an Intel i7 6700t that I have tried as well since its the CPU compatible with all versions of the BIOS)


When I turn the PSU on, the SB_PWR1 LED turns a solid green and stays on. I then try to press the power button the front of the case, and when I do I am not getting any LEDs lit up on the case and no fans turn on.

System Panel Install:
PLED+     PLED-     Power (Red)     Power (White)     BLANK(No Pin)
HDLED+     HDLED-     Reset (Black)     Reset (Green)     No connection


ATX Power connector is connected to the PSU.

ATX 12V is connected to the PSU using the included cpu cable

CPU Cooler, front fans are connected


Not really sure what to do next... Any ideas?
