CPU and DRAM Flashing Red Light Problem

This is my first time building a PC, so everything is new to me.
After assembling everything I turn the power supply on and the CPU and DRAM lights start steadily flashing on and off over and over accompanied by a matching steady clicking noise. It's reminds me of a car turn signal. The 2 CPU fans work, but only 1/2 of the case fans spins, the other tries to spin but cannot.
Setup:
-MOBO: X570 Phantom Gaming 4S
-CPU: Ryzen 7 3700X
-CPU Cooler: Corsair iCUE H100i RGB PRO
-Mem: G.Skill Ripjaws V (2x16GB) DDR4-3600
-Storage: Team GX1 960GB 2.5" SSD
-GPU: MSI GeForce GTX 1650 SUPER
-Pwr: Enermax Revolution D.F. 750
Everything was shown to be compatible on PCPartPicker, so I'm not sure what's going on.

BTW, CPU Pins are all still okay, nothing bent or broken off. And the RAM sticks were put in the correct place (A2 + B2 based on the MOBO directions) with an audible click.

See page 7 in the manual. Do you have the ATX 12V Power Connector (ATX12V1) item #1 on page 8 connected? The socket is located in the upper left of the board.

Can you take a picture of the innards of your system? Sounds like you've missed a cable somewhere or something isn't seated quite right ;)
