EPC621D8A - no Ethernet connection

   We have a new EPC621D8A mb setup loaded with windows server 2019.. fully updated with current drivers...
However.. the Ethernet ports will not detect when any ethernet cables are plugged in ...
The connection to the management port works fine.. we are able to log into the web interface and do whatever.. but .. plugging into the ethernet ports is a no go ... any ideas ?? 

FYI .. we also loaded up a version of Mint Linux with the same results.. I am thinking the board nics are doa but would like some sort of confirmation...
