X99E-ITX/ac Wth 5820K acting weird?

I am not sure if it's just me but has anyone noticed this?

At first I thought it was my OC but after turning it off it was still happening.

It appears based on when the CPU runs certain instructions/games it's under performing or causing some abnormal lag? I've mainly noticed this while playing COH2 or running LoL in VMware. This is basically what it looks like in the VMware and COH2.

Bios 1.40

Nothings overheating or failing, all power saving features are turned off, cpu is running at full speed at all times.

If anyone has the same build it can be replicated easily by running LoL when there's quite a bit going on in game via Vmware latest build. You'll notice the weird freeze like in the video above.

I have another PC with a I7-3770 and it doesn't experience this in COH2, it's also a weaker build as far as GPU goes(GTX960).

Build
Tried both Win10 and 7.
CPU: 5820k
Mobo: X99E-ITX/ac
Ram: 16Ram 1066
GPU: Gtx 970
PSU: 750 Gold
SSD: 2x 120gb Raid 0 OS on
HDD: 250gb Games on

I am guess it's something with the X99E-ITX/ac?
