What are your full system specs? GeIL have several Orion kits of varying speeds for one thing, I'd hazard a guess your memory is using Hynix CJR or DJR ICs but you can check this with Thaiphoon Burner. The first thing I'd do is go into the UEFI, load setup defaults, save and exit. Enter UEFI again, load the XMP profile, disable Gear Down and set Command Rate to 2T, also change tCKE to 8, now save and exit. Also what DIMM banks do you have the memory installed in? A picture of your system with the side panel off would help quite a bit. Its worth downloading and running HWinfo64 as well to check system temperatures.

It sounds like your RAM isn't properly compatible with your board. Try running in
dual channel with XMP disabled and see if it is stable @2133. If so then it is
likely the RAM isn't happy with it's XMP setting on your board/CPU combo. If this
is the case then you can try loading XMP (with dual channel) and manually lower the
frequency to the next speed down. Repeat if unstable until you are stable.

You can also try looking up a tutorial on manually setting your RAM speed and
settings using Ryzen Calc. Google Ryzen Calculator and you should find plenty of
guides.
