Asrock taichi x370 problem

Before i go and spend money on what i think could be the problem i thought i should ask here too.
System:
MB : Asrock x370 taichi bios version 5.10
CPU : 2700x PBO enabled with a tiny offset
Memory : 4 stick Patriot 3200mhz set at 3066 100% stable
Video card : Sapphire Pulse RX 6700 10gb
Storage : 2x2.5 inch ssds and 2xHDD and both NVME slots occupied
PSU : Chieftec Smart 700W

This PC was 100% stable since 2018 except the last 2 years.
In the summer the computer has no problems booting to windows, in the winter sometimes it freezes and can't enter windows.
Problem got worse now, first boot into windows after the computer had completely cooled off freezes the PC that even the power button doesn't work ( pressing several seconds and all that... ), i have to switch off from power supply.
After it gets warm system is stable.
I did all the STOCK settings, CPU with no PBO, ram at 2133 and all that stuff, still goes crazy when computer cold.
Naturally i would think it's the PSU dying, but, can it be the motherboard ?

I agree that PSU is suspect.
If I were you, I'd use a heat gun or hair drier to heat up just the power supply, and see if that prevents the problem. You can experiment some more as needed, like heating up just the motherboard, while keeping the PSU cold (or maybe even extra cold with ice or something).
Hopefully, you can narrow things down a bit this way.
