I have an ASRock H670 STEEL LEGEND motherboard and I enabled the "USB Power on keyboard / remote" to turn it on from my keyboard. This works however my question is, is there a way to make a combo for the key press instead of just any key?

No this is not possible, since it only detects the interrupt the keystroke is generating
