Is my ASRock Z790 failing£

Over the last few months I have been fighting my way through a battle to determine what is going wrong with my constant crashes, inability to do updates, graphics issues, crashing applications, and more. Finally I figured, I would start over with a clean start.

I figured I would go back to basics and see what is failing and when. So, I removed every device and component, with the exception of Memory, SSD, Keyboard, Mouse and Network Cable. I downloaded the latest Bios, flashed went well and Bios reports back with no issues.

I did a bios reset back to factory, and did a full format/delete of the SSD to prepare for my new Install. Started everything up, Onboard Graphics worked, got pen drive to do a Clean install of Windows Home. Started the install and it failed. After several attempts I finally got an OS in place by sectioning off a partition and loading the Installation Media ISO onto that for booting/install. Worked, all I had to do was setup the DRAM to my DDR5 6000mhz. After several attempts and failures to install Windows 11 Home, I Pushed through and started installing drivers. Next we came to the updates. This failed on the 22H2 Cumulative Update every time. Without fail, it just won't work. No matter what workarounds I try. I'm talking DISM, SFC, Deleting and using other Source locations..nothing worked to fix this. I even went out and bought new hardware verified on ASRock website to work with motherboard.

I reset, and went back to basics again...this time, I used another SSD. I've tried just about everything out there to troubleshoot this. Here is a list of things done:

Replaced SSD's and Tried NVMe
Replaced Memory with new DDR5
Reset Bios multiple times
Popped CPU out cleaned, examined, and placed back in with new thermal paste. (30 deg Celsius)
Updated using Windows 11 Home, Windows 11 Pro, Windows 10 Home (all failed during installation at least a few times, but if I persist enough it eventually loads)
Tried with 2 different NICs
Replaced all SATA cables
Replaced Power Supply and all Cables

I eventually get the system up, through hours of repeating the same steps and researching new ones.

I have no other Motherboard to put in and test on my 13 Generation CPU (i9 13900K)

I'm really at a loss, and I'm really starting to think something is wrong with the Motherboard. How can I test this, is there a way I can send this to ASRock to be tested?

As my PC is currently down, I can't really send a very informative list of what is on it. I do have an old breakdown from a while ago...not too much has changed.

My processor is a new i9-13900k

32 GB - Corsair Vengeance DDR5 (default bios so they are not throttled up to 6200 MHz yet) Now using OLOY DDR5 6000 mhz (listed as verified)
