Although the code 00 is listed as "Not used" in your board's manual, for many other ASRock boards the 00 code means a problem with the CPU, and to install it again. You know that and have tried that, with no change.

The 00 code description also suggests clearing the CMOS/BIOS. Did you try that?

Questions for you:

Is this the first time you used your Z77 Extreme4 board? Did you buy it new?

What CPU are you using? Is the CPU new, or did you use it in another board?

Do you know what BIOS version is in your board? The BIOS version that came with the board from the factory is printed on a sticker that is on the BIOS chip. The BIOS chip is just above the Dr Debug display.

What CPU cooler are you using?

Did you connect the 4/8 pin 12V ATX CPU power cable from the power supply to the board? That's the connector at the top of the board, next to the heat sink with "Z77" on it.

You must connect a power cable from the power supply to the 4/8 pin 12V ATX CPU connector, or the CPU will not get any power, and will not work. You may use either a four pin or eight pin connector when connecting that cable to the board.

The four pin CPU power connector is just fine for a G540 processor. You do not need an eight pin connector. The four pin cable should be connected on the right side of the connector on the board, that has pins 1 and 5.

A G540 should not need a BIOS update, it just needs at least BIOS version 1.20.

I hope the board and CPU still work, and the power supply is good too.

http://www.asrock.com/mb/Intel/Z77%20Extreme4/?cat=CPU  You will need bios 1.20 flashed on the motherboard bios .Go to the list compatibility shows 1.20 for the GS540 CELERON YOUR trying to use . What does the bios chip sticker say is on it? Have u looked at that bios sticker to see what version is flashed on your board.
