no bios usb2 support

According to the specifications for your board:
1 USB 3.1 Type-C 10Gb/s, 2 USB 3.1 Type-A 10Gb/s (Supported by the bundled ASRock USB 3.1 Card/A+A), 8 USB 3.0 (4 Front, 4 Rear), 7 USB 2.0 (4 Front, 2 Back, 1 Vertical Type A)

The two black usb ports above the PS/2 connector on the rear I/O panel are usb 2.0. Motherboard connections #27 & #28 from your manual are also usb 2.0 (connected to your computer case}.

"legacy usb supprt" is usb 2.0 in your UEFI!

With UEFI defaults it should work, but set to enabled to force ON. If you have your mouse and keyboard plugged into the two black usb 2 ports,...then usb 2 is working. If it is still not working disconnect all other usb devices from the other ports and test. with only mouse and keyboard connected.

When does the PC hang?

system hangs in windows os, randomly. when I enable intel usb3 mode, enabled or disabled legacy usb3 both configurations cause  hangs in windows7 OS, ussually after an hour. mouse sometimes moves erratically / stutters at windows inlog. when I disable everything except usb controller with legacy support is enabled I have usb2 support in uefi. by doing this I have no usb3 support in the operating system. and windows OS is stable.

usb controller enabled
intel usb3 mode disabled
legacy support enabled
legacy usb3 support disabled
usb compatibility patch disabled

these are the settings I am using at the moment, I have no usb3 support in my OS.

You need to run the Windows 7 USB Patcher with the X99 chipset as it doesn't have the req'd USB drivers on the W7 media as it is older than the X99 chipset.

It patches the install media

I have had windows 7 installed,  the problem is after the install, running in my OS W7. I have no USB3  in my OS because I have to turn it off in my bios. if I do not turn it off windows keeps freezing up. how is this patch going to help? it is I believe only used for the installing of W7. I have already found a work around for that. are there more persons with my problem or is this a mainboard problem?  that this one possibly has? please advise so I can use the option to return the board for replacement.

I have installed the following drivers

IntelĀ® Network Adapter Driver for Windows 7 Version 22.1
Samsung_NVM_Express_Driver_22
Intel(R)_USB_3.0_eXtensible_Host_Controller_Driver_5.0.3.42
Qualcomm Atheros network driver v2.1.0.21 for AR8171 and Windows 7
intel chipset INF(v10.1.2.10) van asrock
intel v15.5.0.1051 RapidStorage  RST not installing getting error does not support my platform.
RapidStorage(v14.8.0.1042_PV) van asrock not istalling getting errors
ASMedia_USB3.1(v1.16.35.1)

"intel Chipset Version 10.1.1.42 van intel download new version from intel.downloaded from intel but system said it is older version than what is installed."

intel download is dated 2017 and the one from asrock is dated 2015, I find it strange that intel is older.

I got the new chipset drivers installed intel Chipset_10.1.2.85 "just downloaded" and I have turned on USB3 mode and leagacy usb in the bios, it seems to running stable. hopefully it has fixed this problem. I do still have an problem installing the new RST drivers \, getting errors and I do not get intel AHCI drivers, system is keeping standard windows AHCI driver.

ok this the problem: the website from intel is giving the latest  chipset version 10.1.1.42 but this chipset is not compatilbe for my mainboard but is made for X99.
It seems I needed the intel server chipset which by the way does not sat in the read me that it is copatible with X99 boards. so now I have the 10.1.2.85 drivers and believe my problem with the freezing is solved. I do still have problems installin intel AHCI drivers though.
