Specs:
PSU- EVGA Supernova 1000w G2G
MoBo- ASRock 1151 Z270 Extreme 4
CPU- i7 7700k
VGA- XFX GTX 960 2g
RAM- Corsair Vengeance DDR 4 3200 (2x8g)
HDD- WD Black 2t
SSD- Samsung 500g

No video; No beep; fans operating; hdd spins up

Blue flashing lights on upper part of Mobo; Red light next to bios a1.

All plugs inserted including CPU, Main board, VGA, etc.

Procedure so far: Ram moved from priority 1 to 2, (Priority 1= 0101, Priority 2= 1010). No effect. Monitor plug moved from VGA to onboard. No effect. Monitor light just blinks. Reset CMOS, (flashed lights at me), no effect.

This is about my fourth build, so I'm not green, but I've never had a DOA/faulty unit. The HDD, case, PSU, and VGA are old, but the rest is new. SSD has priority SATA slot.

Any advice is welcomed.

Update:

VGA Disconnected: No Change
All 3 SATA units individually disconnected and tested, (HDD, SSD, DVD Drive): No Change
All power cords removed, checked, and reconnected: No Change.

Only a few more tests I know to run: removal of Mobo to check for spacing problem, swapping RAM stick order, & checking CPU for damage. Unless some thermal paste ran off, I find that improbable.

Update #2:

Situation at least temporarily resolved:

1RAM unit was locking in place, but not fully seating. After a good shove, it fully seated and is operating. The memory is only reading at 2133, but I'll deal with that separately.
