I am using the latest bios with ryzen 1700.
I found stable voltage for 3.7GHz OC being 1.23125V. I set the pstate0 with these settings, FID 94, DID 8, VID 33 and the rest left to auto. I set the offset voltage to 1.23125 - 1.1875 (default) to 0.04375. Then even the cpu is recognized as a 3.7GHz, it doesn't go any higher than 2.7GHz. What's wrong?

try this
set p states first and second choice to the same setting you use then on advanced tweaker page set voltage to 'fixed' type in 1.23v and select llc level 2 save and exit then see what cpu speed is |
