So I think I know my issue but not sure by any means..
What I have is an X370 taichi build.../rebuild . When I was ready to build my ryzen system taichi's were nonexsistent so I went to Microcenter and got my 1700x and a board that was all but free. All worked ...well .. aside from everyones ram speed issues (best I got was 2666)

Fast forward 3 mos my taichi arrives and I swap it out fully assuming it wont even boot due to other board being a b350 and a diff manufacturer, I was wrong...
before I could hit del to goto bios I was at my PW screen like nothing happened . I restarted without logging in and went into the bios , used the online driver download feature within and rebooted.

Aside from windows wanting to be reactivated all seemed fine so I proceeded to reactivate windows, uninstall everything related to old MB and used a combo of the APP shop and support page for the taichi to got everything updated as far as I can tell.

So... as I'm running some games and benchmarks I'm seeing scores dropping . One that caught my eye was Gears of War4 which I had always gotten an avg fps of 60 (60hz monitor) with mins in the mid 50's , now my mins are in the 30's avg low 50... and the thing that really stuck out was that it used to run at like 99pct gpu useage now it starts in the 70's rises semi quickly to 90-ish then dives to like 30pct....only thing that changed was the MB .

I'm hoping but also not looking forward to a clean windows reinstall might get things straightened out maybe?

Sorry to have to confirm your fears but a fresh install is your best bet. I had issues with my install swapping from one X370 to another then back again (product reviews). This was between two ASRock boards both based on X370. 

It sucks but reinstalling when swapping motherboards is always a wise choice.

Bleh ...Question tho ...stuff that's on my HDD's: Steam library , other games .. can I keep that stuff?...should I / can I just unplug the drives during reinstall? and will I be able to just plug em back in after ?

There is one other thing I may try first , as I'm using the vertical mount with a riser cable for vid card I may try plugging directly in just to see....never had any issues on the other board but who knows .

Install Windows with ONLY one HDD/SSD attached to keep from possible having it install it's Swap File on another drive. With one drive attached it keeps the OS contained on one drive.

Install your programs fresh, then copy from the old drive(s) its dir from Program Data or Program Data (x86). Too you'll want to copy any pertinent dirs from <user>/AppData also.

AppData is Hidden. Do you know how to unhide it so that you work from within it?

only the c drive (boot drive ) needs fresh install not an extra games drive etc

and............. when ryzen was first launched i recall a guy complaining his riser card and two others after were playing around............. might be your issue test it and find out if so

oh yea oops...OS and select few programs are on m.2 nvme drive...2 x 1tb seagates are where steam stuff and other games are...

unsure on the unhiding part and I'm just hoping I wont have to redownload everything because like Gears4 thru the windows store is like a 12hr+ DL for me, Steam stuff not as bad but still not something I wanna do again.

Can I / Should I do the fresh install via the option in control panel ..or Sys info... can't recall where I saw it at but seems like that would maybe be better than throwing in my win 10 usb drive booting from that then have to go thru Updates again? ...im assuming the option thru windows would give you the latest vers from the start?

File Explorer; View tab, Options, that opens Folder Options, View tab, then select "Show hidden files, or drives" , then Apply, and OK

Torakk, under W10 Settings-Update&Security-Recovery there is a Reset this PC function.  You might explore this as a quicker, less traumatic option.  I have not used it, so cannot comment.  Enjoy, John.
